Elite specs only become unlockable at level 80. Leveling to 80 alone gives you enough points to fully unlock the core guardian class. Therefore any hero points you spend in the meantime, that you got from doing hero point challenges in the world, are essentially “refunded” by the time you reach level 80.
That said, at 80 you'll have far more Hero Points than you need to buy everything - all traits, skills, and unlocks. So you only need to be careful how you spend Hero Points up till around level 45 or so, after which you start accumulating them faster and faster, and can splurge and experiment more. Also, anyone who's worrying about min-maxing on their first character at level 11, is playing the wrong game. At level 1-45 is the best time to min-max. After that, OP can choose liberally on how he spend his hero points.

not at the moment, hero points will be used in elite specializations as well. They are a hard capped resource, so any use for them would need to be pretty good. you have to let them sit. they are a non-renewable resource in the game and will only be used for unlocking skills and traits of core and elite specs.
